What does an ELD cost for a fleet under 20 trucks?
Across the 15 US providers in this 2026 report, small-fleet ELD software runs $15 to $45 per truck per month, with OBD-II hardware between $100 and $250 and three-year total cost of ownership from $690 to $1,820 per truck. Nine of the 15 ship PT-30 or IOSiX devices; six require 36-month contracts.

The $15/truck tier didn't exist in 2023. In 2026 four providers ship at or below $25/truck as small carriers refuse to sign 36-month contracts.
6 of 15 major providers charge 50–100% of remaining contract value on cancellation — a change from 2024 when most charged 25%.
9 of 15 providers ship PT-30 or IOSiX OBD-II devices. Hardware differentiation is dead — the choice is now software, support, and price.
5 providers charge extra for IFTA fuel-tax reporting despite the ELD already collecting the mileage data. Small fleets overpay by $8–15/truck/month for a feature that costs the vendor nothing.

Sample: 15 ELD software providers with FMCSA registration and public small-fleet pricing (either published rates or sales-quote data from 20+ carriers between 1–20 trucks).
Pricing: Monthly per-truck rate at the smallest available plan tier. Where a provider tiers by fleet size, we used the 5-truck rate as representative of the small-fleet segment.
3-year TCO: (Monthly × 36) + hardware cost. Excludes discretionary upsells (dashcams, AI, camera analytics) but includes required IFTA add-ons where the provider gates it separately.
Hidden fees: Line items disclosed in contracts or sales calls but not on the public pricing page — cancellation penalties, per-driver seat fees, data-plan surcharges, activation fees.
